I'm trying to change the question to ask for new user registration. I can't find the section which allows you to do that anymore, unless I'm looking at the wrong section in the ACP. The new user registration has exploded, a lot of spammers. We need to re-enable that. Thanks.

Yes - the spammers seem to have figured out an exploit which bypasses registration?? The antispam question is still active as is the CAPTCHA challenge so I dont know how a machine is able to get through registration.
Of course the board is not running the latest release of phpBB so that might be the problem. Perhaps there is a patch which we are missing.
I will see if I can make time this weekend to upgrade the board. Its quite an involved (manual) process of editing files
